Daniel Chong, 24, settled for $4.1 million from the Justice Department after being left in a holding cell by DEA and began to hallucinate and “recycle” own urine by drinking it between April 21 and April 25, 2013.

*The police department stays in trouble so much, one would think they would extend their officers’ training or have quarterly training for all officers in every area of enforcement.

Otherwise, they’re going to go bankrupt with paying for lawsuits and damages.

Daniel Chong, 24, is an engineering student at the University of California, who was a part of a drug raid that swept up nine suspects on April 21.

The Drug Enforcement Agency (DEA) “netted 18,000 ecstasy pills, other drugs and weapons,” according to the Daily Mail.

But when Chong and others were held in a cell, two were held, but the others were released.

Unfortunately, Chong was mistakenly left behind in a with no food or water for five days in a five foot by 10 foot windowless holding cell.

According to the report, Chong began to lose his mind and hallucinate.
