WHY: Since 2008, California has cut more than $15 billion from vital safety net programs. Now the state has the highest poverty rate in the nation – nearly a quarter of all Californians including more than 2 million children live in poverty. With a budget surplus, Californians call on Gov. Brown to invest in programs that build a pathway out of poverty and improve the lives of all Californians.
