Comment: Pentagon Targets Payday Lenders With a family to feed and no money for groceries, Navy Yeoman 2nd Class Damon LaForce recently did something the military is trying to crack down on: He went to one of the many payday-lending businesses near his base for an instant loan. Essentially, he borrowed against his next paycheck: After showing his military ID and a proof of address, LaForce wrote the lender a postdated check for $300. Five minutes later, the sailor walked out with $255 cash in his pocket. "It was easy," LaForce said. The $45 charge for his two-week loan would amount to an annual interest rate of a staggering 459 percent. Worried that too many members of the military are falling to victim to ruinous interest rates and getting into deep financial trouble, the Pentagon is backing an effort in Congress to slap a nationwide cap of 36 percent on payday loans to troops. An increasing number of states are taking steps, too. In a report released August, the Defense Department estimated 225,000 service members - or 17 percent of the military - use payday loans. The Center for Responsible Lending, a nonprofit group seeking stricter industry controls, says that one in five service members took out such a loan in 2004, and that someone who borrows $325 pays an average of $800 in charges. In the six weeks after he borrowed from a payday lender, LaForce was short again, so he renewed it once, then took out another loan to pay off the first. Total cost: $150 for a $255 advance. "You are not doing a service to an individual who is already short on cash, so he's living not just paycheck to paycheck, but from almost paycheck to almost paycheck," said Capt. Mark D. Patton, the commanding officer for Naval Base Point Loma in San Diego, where LaForce is stationed. Patton said the Navy is worried that payday loans are contributing to the surge in the number of sailors who cannot be sent into duty overseas because of financial problems. Under Navy rules, sailors whose debts are more than 30 percent of their income cannot be sent overseas, because their financial problems could distract them from their duties or, worse, make them vulnerable to bribery. "An individual under excessive financial stress is subject to his integrity being compromised," Patton said. "Almost every case of espionage in our military has in some way had ties to financial greed or need on the part of the individual." Patton said since 2000, the number of sailors and Marines barred from deployment because of financial problems has climbed 1,600 percent, straining an already stretched military. Security clearances were denied or revoked because of financial difficulties for some 2,000 sailors last year, and the trend is similar in other services, he said. "I have guys guarding my gate here when they should be deployed in Iraq," Patton said.

They say a lower cap could force some military lenders to close, driving sailors and soldiers to unregulated lenders, including Internet sites registered outside the United States. "The demand for the service is always going to be there and people are going to be endlessly inventive in ways to meet it," said Mark Thomson, director of government relations for Moneytree Inc., a Seattle-based lender. Twelve states prohibit triple-digit rates on payday loans, according to the Consumer Federation of America. They are Arkansas, Connecticut, Georgia, Maine Maryland, Massachusetts, New Jersey, New York, North Carolina, Pennsylvania, Vermont and West Virginia. In New Mexico, borrowers can renew payday loans only twice. In California, legislators have been considering bills that would impose interest rate ceilings or give military borrowers a 180-day grace period and no-cost extensions while they are on duty overseas. Many payday loan businesses are clustered near military installations, with nearly two dozen of them around Camp Pendleton, the Marine base north of San Diego. Military bases offer financial counseling and zero-interest emergency loans to troops in trouble. They also can recommend credit unions that offer low-interest loans. But some members of the military prefer the no-questions-asked attitude at payday lenders. "I'm pretty smart and have a college degree, but maybe it's a defense mechanism where you don't let yourself calculate how much it really costs," said Kim Czaja, the wife of a San Diego sailor who borrowed $300 and ended up paying more than $1,000 in fees.

Greeks gathered around television screens in cafes and offices to watch the team's first-ever victory over the U.S. After the final siren sounded in Saitama, Japan, car horns blared in Athens as people swarmed onto the capital's streets and waved Greek flags. The defeat leaves the U.S. still seeking its first world title since 1994. The American squad finished sixth four years ago and was third at the 2004 Olympics. Spain meets Argentina, runner-up four years ago and the Olympic champion, in the other semifinal later today. The gold- and bronze-medal games take place Sept. 3.

When African-American women approached, the mistress became extremely agitated but when other people approached, she didn't seem to have a problem. This episode reminds me of a birthday party given for the actor by his then girlfriend who was also non-black/non-white. At the party, the girlfriend played interference with every black female who approached to wish the actor a happy birthday. Both women should direct their insecurity towards gay men because when the actor is not with his wife or mistresses, he is with his "boyfriend." Although she didn't reveal the identity, no one believed her because of her alleged mental issues. She was telling the truth. This particular person has tried to hide his homosexuality through marriage, which didn't work and a gay source emailed us photos last night of him and the singer all hugged up with their shirts off. The source stated that the singer is usually discreet and private about his sexuality but after he takes ecstasy, he becomes uninhibited and lets his guard down. He also said, the singer likes to "dress up" behind closed doors and enjoys wearing women panties under his clothes. In gay circles, the singer is known as, "girly girl."

Comment: Morehouse loses top spot in ranking Black Enterprise's college list cites low grad rates Morehouse College dropped dramatically on a college rankings list in Black Enterprise magazine that hit the newsstands this week, tumbling 44 spots in the list of the top 50 colleges for African-American students. The Atlanta college, ranked No. 1 for the past two of the biennial rankings, fell to No. 45 on the latest list, in part, the magazine said, because of its comparatively low graduation rates. Florida A&M University in Tallahassee earned the top spot. Spelman College ranked fifth. Clark Atlanta University fell out of the top 50 for the first time since the rankings were published in 1999. This year, the magazine surveyed more than 500 African-American education professionals who rated the schools based on their black student graduation rates, academic and social environments, total black undergraduate enrollment, percentage of black undergrads and 2004 ranking. Other Georgia schools making the list were Georgia State University, which was No. 18, and Emory University, No. 37. Tanisha A. Sykes, consumer affairs editor at Black Enterprise, said the magazine cast a wider net of education professionals this year and changed its criteria, giving graduation rates the highest priority. Sykes said Morehouse's graduation rate fell from 56 percent to 49 percent in the time frame the magazine used to determine rankings. By comparison, Spelman's graduation rate was 77 percent, Sykes said. Morehouse Provost David Taylor said the magazine compared "apples to oranges." Graduation rates among African-American males are lower than those among women, Taylor said in a letter about the rankings slip sent this week to faculty and staff. "Currently, for every one African-American male in college, there are two African-American females, and the graduation rate for African-American females is significantly higher than for African-American males," he wrote. "We're not disappointed; we're just confused," he said in an interview Thursday. "If you look at some of that data of why some made the cut and some didn't, the debate will probably go on indefinitely."

At the next two marches, family-owned grocery stores offered free bottled water from trucks emblazoned with their names. This time, as demonstrators march from Chinatown to House Speaker Dennis Hastert's (R-Ill.) Batavia office this weekend, they will have Miller Brewing Co., as a sponsor. The brewer has paid more than $30,000 for a planning convention, materials and newspaper ads publicizing the event. The support of a major corporation for a controversial political cause shows how fierce the competition has become to woo the growing market of Latino consumers. For Miller, the march offered a special chance to catch up. This spring the brewer drew the ire of pro-immigrant forces over contributions to U.S. Rep. James Sensenbrenner (R-Wis.), who sponsored legislation that would crack down on illegal immigrants. That prompted a short-lived boycott by some Latino groups. Now, march advertisements feature not just the organizing committee's trademark blue globe but Miller's logo and a Spanish translation of its "Live Responsibly" slogan, a company effort to build goodwill among Latinos. But this march is no Cinco de Mayo parade. The politically charged event will promote a controversial plan to end deportations and offer legal status for all 11 million to 12 million undocumented immigrants. That creates potential pitfalls for any businesses lending support, experts say. At the same time business sponsorships have forced activists to confront whispers that they are commercializing their movement when they accept much-needed donations. "We would love to have 20 corporate logos. It doesn't mean we are selling the movement out," said Jorge Mujica, a member of the March 10 Committee. "The principles and demands remain the same. They are helping out this movement and we are happy with that."

Comment: September 1, 2006 When doling out financial aid, America's colleges and universities are increasingly awarding more money to upper-income students, according to a report released Thursday. The study, by the Washington-based Education Trust, found that although state and federal policies have shifted money away from low-income students, the greatest change has been at the college level. Though the neediest students still get larger grants than the wealthiest, colleges are directing more money toward middle- and upper-income students, because they are more likely to have the grades and test scores that boost academic rankings, according to the report. "Educational opportunity is taking a back seat to institutional prestige," said Kati Haycock, director of the Education Trust. She blamed federal and state financial aid policies butsaid colleges also are responsible. "The biggest shift of all has occurred under the radar screen at the colleges themselves," she said. From 1995 to 2003, college grants to students with family incomes of more than $100,000 increased at a faster rate than grants to students with family incomes of less than $20,000. The average private university grant to the neediest students increased $1,794 during that time, compared with $3,447 for the wealthiest students. At public colleges, low-income students saw an average increase of $415, compared with $542 for the upper-income students. "The school wants to enhance its prestige and get the best class it possibly can, and that includes buying top students. They come disproportionately from upper-middle and upper-class," said Sue Kleemann, director of research at the Illinois Student Assistance Commission. "How do you take students away from an Ivy League? You give them a scholarship. Private schools have always done that, but publics are doing that to the extent that they can."

Today is my last day here at this job and they're having a big to do for me..I'm seeing all these people bringing in food and I'm hungry as hell!..I don't even know where the luncheon is but I guess they'll take me to wherever the thing is..I'll miss all of my friends here, but I'm looking forward to a new beginning...I'll be working at the hospital where our current mayor is fighting for his life right now...6 months after being elected he was diagnosed with brain cancer..They expect him to pass in the coming hours..It is a mad house over at that hospital right now...He was a cool dude who didn't just talk the talk, he actually walked the walk in the little time he had in office..I've been praying for him and his family..

A 21-year-old Milwaukee woman reported a sexual %*$ault on a boat at the McKinley Marina on Tuesday, but Milwaukee police spokeswoman Anne E. Schwartz would not discuss the specifics of that alleged %*$ault. Schwartz said Sprewell, of River Hills, voluntarily appeared at the police department's downtown offices with his attorneys and gave police permission to search his boat. Schwartz declined to say if Sprewell, who's scheduled to meet with the district attorney's office Thursday afternoon, was a suspect in the %*$ault. Messages were left seeking comment from Sprewell's attorneys, Steven Kohn and Jonathan Smith. Sprewell, 35, played 13 NBA seasons, most recently with the Minnesota Timberwolves in the 2004-05 season. He was a four-time All-Star, but remains most known for several off-court incidents - including a 68-game suspension after choking Golden State Warriors coach P.J. Carlesimo at a practice in 1997. The NBA suspended him for one game in 2004 after he yelled a sexual vulgarity at a female fan who was heckling him during a game. In December 2003, Sprewell was fined $25,000 by the NBA for cursing at New York Knicks chairman James Dolan and screaming at the team's bench. In 1999, Sprewell was fined $10,000 for making profane remarks to fans during a game. In November 2004, he received a misdemeanor citation after arguing with a police officer during a traffic stop. Sprewell, who was a passenger in the vehicle, claimed he was treated unfairly. A native of Milwaukee, Sprewell didn't play varsity basketball until his senior year at Washington High School, when he averaged 28 points per game. He played at a junior college before becoming a standout at Alabama.

Comment: NEW YORK - Charles Barkley was his usual outspoken self during a recent television interview in which he said, among other things, that he advocates gay marriage, believes Republicans have screwed up the country and is ``struggling with my idea of what religion is.' The former NBA MVP, who is considering running as a Democratic candidate for governor in his home state of Alabama, also said Democrats have concentrated too much on criticizing President Bush in the last two years instead of focusing on what they can do to improve things in the country. ``They're criticizing a guy who can't run again, who can't get fired,' Barkley said during an appearance on ``CMI: The Chris Meyers Interview,' which will air on Sunday night on Fox SportsNet. ``So they spent the last two years criticizing him instead of saying, 'Some things aren't right. This is our game plan.' And now we're two years away from the election, and we have no solutions and no front-runner.' Barkley was a Republican until recently, saying he switched parties when the Republicans ``lost their minds.' He said he is troubled by some of the actions of people in the United States in the name of religion. ``Religious people in general are so discriminatory against other people, and that really disturbs me,' he said. ``My idea of religion is we all love and respect. We all sin, but we still have common decency and respect for other people. So right now I'm struggling with my idea of what religion is.' He also said he supports gay marriage. ``I think if they want to get married, God bless them,' Barkley said. ``Gay marriage is probably 1 percent of the population, so it's not like it's going to be an epidemic. Hey, trust me, I'm never going to kiss you and say, 'Chris, you're sexy.''

Comment: Stormy< that was Timbaland that performed with Justin. He's been lifting weights WAY too much and he's getting thicker instead of more toned. So I don't think anything is gonna hang right on Timbo these days. The VMAs were..."ok" This was my first time watching over half of it, no real surprises or anything. I thought Justin and Shakira were GREAT. Everyone else was predictable or just ok. Of course Christina Aguilera sang her lil azz off, but if not for her powerful voice it would have been boring. TJ< don't feel bad. The Redskins didn't win in the preseason either. And I knew they wouldn't win last night, that's why I could watch most of the VMAs.

Comment: Roberta Flack called Luther Vandross and told him that she was planning a reunion with her old college buddy and duet partner Donny Hathaway. They had been estranged for a few years. She was dealing with her issues and he was dealing with his. Donny often thought audiences preferred acts like Stevie Wonder and Al Green over him. He heard the cheers and screams of the audience and wondered why he deserved it. For a time, he was hospitalized for depression. However, everyone thought he was slowly beginning to manage his consuming doubts. It seemed the perfect time for Roberta and Donny to revive their musical partnership. One winter evening, Donny was over at Roberta's apartment for dinner to talk about a new album. They chowed down on fish, rice, salad and spoon bread and discussed plans for the future. Her face looked better than normal but I guess that's what pounds of makeup will do for you. She looks a hot greasy mess without makeup.
