Ramsey yesterday fired four police officers and disciplined four others for taking part in a dramatic videotaped beating of three shooting suspects that cast the department in an embarrassing light.
Two weeks after a Fox29 television news helicopter captured police officers apprehending the three suspects amid a flurry of kicks and punches, Ramsey and Mayor Nutter moved to impose discipline, and to send a message to the public and the Police Department that misconduct will not be tolerated.
"All of us, as law enforcement officers, have to understand that, unlike criminals on the street, we have rules that we have to abide by. We have policies. We have procedures," said Ramsey, who took over the department in January.
Nutter said the swift action by authorities was a departure from the past. . . . . .

Sen. Robert Byrd has endorsed Barack Obama for president, calling him a “noble-hearted patriot and humble Christian” who “has my full faith and support.”
The West Virginia Democrat, a former Ku Klux Klan member who campaigned against civil rights legislation in the 1960s, is an outspoken critic of the Iraq war. He said in remarks reported by the Charleston (W.Va.) Gazette:
“As people all across the nation know, I have been one of the most outspoken opponents of the Bush administration’s misguided war in Iraq and its saber rattling around the globe.”
He said on Monday that he formerly had “no intention of involving myself in the Democratic campaign for president,” but added that “the stakes this November could not be higher.”
As Ben Smith pointed out in Politico, Obama wrote in his book “The Audacity of Hope” about meeting Byrd for the first time as a U.S Senator:
“I pondered the fact that, according to his own autobiography, Senator Byrd had received his first taste of leadership in his early twenties, as a member of the Raleigh County Ku Klux Klan, an association that he had long disavowed, an error he attributed — no doubt correctly — to the time and place in which he'd been raised, but which continued to surface as an issue throughout his career.
“I thought about how he had joined other giants of the Senate, like J. William Fulbright of Arkansas and Richard Russell of Georgia, in Southern resistance to civil rights legislation. I wondered if this would matter to the liberals who now lionized Senator Byrd for his principled opposition to the Iraq War resolution…
“Senator Byrd's life — like most of ours — has been the struggle of warring impulses, a twining of darkness and light.”

WAYNE, N.J. (AP) — The family of a boy who suffered brain damage after he was struck by a line drive off an aluminum baseball bat sued the bat's maker and others on Monday, saying they should have known it was dangerous.
The family of Steven Domalewski, who was 12 when he was struck by the ball in 2006, filed the lawsuit in state Superior Court. It names Hillerich & Bradsby Co., maker of the 31-inch, 19-ounce Louisville Slugger TPX Platinum bat used when Steven was hit.
The lawsuit also names Little League Baseball and Sports Authority, which sold the bat. It claims the defendants knew, or should have known, that the bat was dangerous for children to use, according to the family's attorney, Ernest Fronzuto.
"People who have children in youth sports are excited about the lawsuit from a public policy standpoint because they hope it can make the sport safer," Fronzuto said after filing the suit Monday morning. "There are also those who are skeptical of the lawsuit and don't see the connection between Steven's injury and the aluminum bat."
Little League denies any wrongdoing, as does the bat manufacturer. Sports Authority has not responded to several telephone messages seeking comment.
Steven was pitching in a Police Athletic League game when he was hit just above the heart by a line drive. His heart stopped beating and his brain was deprived of oxygen for 15 to 20 minutes, according to his doctors.
Although he was not playing in a Little League game, the organization is being sued because it gave its seal of approval to the bat, certifying it as safe for use by children, Fronzuto said.

(2) Resist any temptation toward introspection. Only the Holy Spirit has the right to search the hearts and minds of men. When the Lord is ready to reveal an area of your life that needs correction, He will.
(3) Fight, using God's Word. Let the Rhema Word, the God-breathed Word found in Scripture, be your strength in times of difficulty and testing. In the wilderness temptation, Jesus used Scripture to put Satan to flight. And the weapon of God's Word still works today.
(4) Listen to the still small voice of God within. God doesn't play hide-and-seek with His will. Discipline yourself to spend unhurried time with Him and you'll thrive.
(5) Shift to a higher level of faith. Before killing Goliath, David had to kill a lion and a bear. Today we are contending with issues that require us to move to a new level of faith.
(6) Get into proper alignment. God's aligning His people - putting together those who'll stand as one in the day of battle. It's imperative to know who you can go to war with. You only discover such people in times of testing. Treasure them - they're 'covenant relationships'.
(7) Ask God to give you understanding about the place you are in. Knowing you are in preparation for your destiny will keep you from pulling back, wavering or throwing in the sponge.

(CNN) -- U.S. Sen. Edward M. Kennedy has a malignant brain tumor, doctors treating him at Massachusetts General Hospital said Tuesday.
Kennedy was hospitalized Saturday morning after suffering a seizure at his family's compound at Hyannis Port, Massachusetts.
"Preliminary results from a biopsy of the brain identified the cause of the seizure as a malignant glioma in the left parietal lobe," according to a statement from the doctors treating the senator.
"The usual course of treatment includes combinations of various forms of radiation and chemotherapy," they said.

(CNN) – A day after Sen. Hillary Clinton declared that the Democratic nomination fight was “nowhere near over,” polling data released Tuesday suggest Clinton is losing ground with key demographic groups that have powered her campaign so far.
Sen. Barack Obama’s 16-point lead over Clinton in the latest Gallup daily tracking poll of Democrats and Democratic-leaning voters comes from even higher support among groups that have been supporting him throughout the primary race, and from newfound support among several groups that have backed Clinton.
Obama leads or ties Clinton among women, Easterners, whites, adults with no college education, and Hispanics, with the New York senator’s support now below 50 percent in each group, according to Gallup. Both are backed by 47 percent of white voters surveyed, and Obama is essentially tied with Clinton – 47 percent to 46 percent – among Democrats whose education level is a high school diploma or less.
Clinton’s advantage among women overall seems to have evaporated, with Obama now holding a lead within the survey’s three point margin of error, 49 percent to 46 percent. Hispanics favor Obama over Clinton by 7 percentage points, 51 percent to 44 percent. And Obama now leads among voters in Eastern states by 9 percentage points over Clinton – 52 percent to 43 percent.

A former loan processor, the 67-year-old mother of three grown children said she never thought she'd spend her golden years sleeping in her car in a parking lot.
"This is my bed, my dogs," she said. "This is my life in this car right now."
Harvey was forced into homelessness earlier this year after being laid off. She said that three-quarters of her income went to paying rent in Santa Barbara, where the median house in the scenic, oceanfront city costs more than $1 million. She lost her condo two months ago and had little savings as backup.
"It went to hell in a handbasket," she said. "I didn't think this would happen to me. It's just something that I don't think that people think is going to happen to them is what it amounts to. It happens very quickly, too."
Harvey now works part time for $8 an hour, and she draws Social Security to help make ends meet. But she still cannot afford an apartment, and so every night she pulls into a gated parking lot to sleep in her car,along with other women who find themselves in a similar predicament. There are 12 parking lots across Santa Barbara that have been set up to accommodate the growing middle-class homelessness. These lots are believed to be part of the first program of its kind in the United States, according to organizers.
The lots open at 7 p.m. and close at 7 a.m. and are run by New Beginnings Counseling Center, a homeless outreach organization.
It is illegal for people in California to sleep in their cars on streets. New Beginnings worked with the city to allow the parking lots as a safe place for the homeless to sleep in their vehicles without being harassed by people on the streets or ticketed by police.
Harvey stays at the city's only parking lot for women. "This is very safe, and that's why I feel very comfortable," she said.
Nancy Kapp, the New Beginnings parking lot coordinator, said the group began seeing a need for the lots in recent months as California's foreclosure crisis hit the city hard. "You look around today and there are so many," said Kapp, who was homeless with her young daughter two decades ago. "I see women sleeping on benches. It's heartbreaking."
She added, "The way the economy is going, it's just amazing the people that are becoming homeless. It's hit the middle class."

"LL's got an album coming out," DJ Kay Slay tells MTV. "I think he's just aware that he has to have that street presence and make people aware he still is the G.O.A.T. and he can still spit. A lot of people are under the misconception that LL is making those grown-and-sexy records, that he ain't with the street vibe anymore. I think he wanted to step back and let people know he's still the G.O.A.T."
LL Cool J's new album "Exit 13" is expected to be released later this year.
