Texas Mother of Kids ‘Tied Up in Yard Like Dogs’ Found in Cali (Watch)

*The mother of two children authorities located in the yard of a private home, after neighbors called about the excessive crying they heard, was located this past weekend in California.

When authorities arrived on the scene in San Antonio, they could not believe what they saw. A 2-year-old boy was chained to the ground, and a 3-year-old girl, believed to be his sister, was tied by a dog leash to the back door.

But wait, there’s more.

Once the authorities entered the house they saw six more children in all kinds of disarray. The children, aged 10 months to 10 years, had been left unattended.

The little boy was scarred and had abrasions over his body; while the girl suffered a broken arm and wrist. There were also signs on her body that she had been hurt in the past.

Both of these children have been hospitalized.

Once the mother of the 6 children found inside, returned home from wherever the hell she had beenshe was arrested.

Her name is Porucha Phillips, 34, and she is single. She has been charged with multiple counts of  serious bodily injury to children and child abandonment and she remains in jail on $150,000 bail.

The sheriff’s dept. confirmed to KEN5 News that Phillips is pregnant with her seventh child.

The woman who was located in California, and is mother to the two children found tied up in the yard, was not arrested by California authorities. She admitted to leaving her children in Texas with Phillips.

According to People.com,  a Texas Department of Family and Protective Services spokesperson said the agency fears all of the children may be malnourished.

“People want to help these children,” said James Keith, of the Bexar County Sheriff’s Office. “[Now] they’re away from this abusive situation.”
